So you can't have an all-gargant list! These maximum/minimums are defined by the game's points limit (so a 1000pt game you can have up to 4 Leaders, whereas a 2000pt game you are allowed up to 6 Leaders). There are rules for 1000pt, 2000pt and 2500pt games, each of which can be used +/-250pts.
