Download your game from steam in window 10. Because your game version is 1.0.8.0 so you need to downgrade your game version to 1.0.7.0 by installing gfwlivesetup.exe. Create commandline.txt and put it into gta 4 directory. Find LaunchGTAIV.exe and then create shortcut in your desktop. Put those line in your LaunchGTAIV.exe - Shortcut.
